The city of Target Location has been the seat of the Country since it was chosen in 1309 by Old pope to replace Rome Location. It is fully controlled by the Country but the Naples Ruler Title of Naples retains a nominal right to rule over it. Today a messenger from Naples has arrived offering us to buy that right with mere gold.
