Ambitious Colonial Plans
As a relative latecomer in the competition for colonies, we have found that many of the colonial possessions we desire have already been taken by others. With a strong navy and a willing financial sector we do, however, still have considerable resources in our hands. These circumstances led the Dutch West India Company to devise the Groot Desseyn Grand - the Design for how the Culture power might rise above our competitors after all.
According to the plan rather than just trying to establish colonies of our own it would be more efficient to conquer those of our competitors. As a natural competitor, the Portuguese colonial empire, in particular, has been deemed a good target for this plan, especially as Culture investors are already involved in some of these as it is.
