Horrible standards of living and misery is how the islands of western Japan are best characterized. Despite our noble efforts, our control there is weak at best and the local clans are not always able to stop the locals from engaging in crime, leading to rampant piracy that impacts not just our internal waters in the Seto Sea but also the international waters that surround Korea and China.
This problem, present until now, has become more serious as a certain warlord has managed to centralize power and has banded together to form the Target Country who have established base in Target Location.
