Weak control over Ruler Title and general lawlessness has led to the rise of the Robber Barons - nobles who live off lawlessness and lead a life of crime. Their presence only serves to weaken our control and undermine the authority of Target Ruler. Currently, their hold is the strongest in Robber Baron Province.
