Community Land Reform Councils
As our society grows closer and the community has greater say in the lives of individuals and the order of things, councils have begun to be formed in small towns to better manage the distribution of allotted lands. Usually, this is restricted to just the commons, but they've slowly begun to venture into controlling the land allocations of farmers in spite of the title holder's desires.
Villagers see it as the right and duty of the community to manage the land, but the Nobility see this as little more than a convenient subversion of authority. There is no doubt that the reforms are working, but allowing these councils to operate calls into question the righteousness of the land owners and their original division of land.
