Troop Rotation
In these trying times, the risk of treason and rebellion follows us on every step. To alleviate this risk of general desertion and further civil war, one of our Cabinet Title ministers, Target Character, has proposed to institute the concept of Troop Rotation. As per this policy, the generals, as well as their troops, would constantly be exchanged between different regions so as to prevent one leader from gaining too much influence. This, however, would obviously impact the efficiency of our forces on the battlefield.
Is it worth the risk? Will this actually prevent generals from putting on the Red Turban?
