Wars leave deep scars which linger with new subjects long after the conclusion of a conflict. In areas particularly badly affected by the ravages of war, little may be left of prior government institutions or even locals' extended families. Target Ruler has personally expressed worries that demagogues will whip up separatism and discord in such areas, hampering their integration into the wider state and causing undue suffering to the people.
