Evolution of the Commune of Country
For many centuries, the Commune of Country - and with it the Council of Forty - has served the Flavor Rank as the supreme body of government while also turning the Ruler Title increasingly more into a figurehead for the nation. Naturally, this development was at odds with the elected rulers who intended to have a significant role in the domestic politics of the state.
As new reforms find their way in the Country Adjective bureaucracy, the old Commune, as well as the Council of Forty, have found themselves in a position of obsoletion. Many duties of the council have been relegated to the Parliament, and the commune is no longer adequate to sustain the growing bureaucratic demands of the state. The time has come to replace both institutions entirely with a new governmental body, which also gets the Ruler Title more actively involved in the domestic politics.
