The Mercantile Reforms
Our economic situation requires significant reform, and we have two potential avenues. We could adopt a mercantilist policy, which would give the government more control and higher revenues, or we could adopt a free trade policy and export our raw materials. While the latter might generate significant profits, which excessive regulation would throttle, it would also be much less lucrative for the upper classes. This is a momentous decision, and not to be taken lightly.

Foreign entrepreneurs (mostly from the Low Countries, like Louis de Geer) started up flourishing businesses and provided excellent role models for Swedish merchants. The Swedes were even persuaded by certain Dutchmen to embark on lucrative colonial ventures, but the attempts were half-hearted as Sweden chose instead to pursue an aggressive continental policy. Swedish trade never really took off either, due to the constant mercantilist interference of a money starved government.
