The Pozhiloye
The freedom of movement for the Peasants allows for labor shortages to be met and encourages healthy competition between landholders. However, it also adds a certain insecurity to our food production and discourages longevity amongst our workers, and disincentivizes any attempts to make the workforce more productive since the landowner cannot be certain that workers will remain for more than one season. We could introduce a break-away fee that charges anyone who wishes to leave their current landowner, serving as a deterrent to regular workforce migration.
