The Wheat production in Ruthenia has provided us with the food necessary to support population growth. Yet, these fertile lands are far from fully utilized. The Court Title now proposes investing resources to develop the region further — building new cities that would no longer rely on imports to feed the population, and potentially enabling full settlement of the area.
