Seeking to stabilize and address the many issues that the Flavor Rank faces, many in the Court Title have participated in the drafting of the Kansei reforms. While some of the actions proposed by the Court Title hurt relations with foreign states by curtailing commerce, it would lay the foundation to reinvigorate the agricultural basis of Japan.
