Seeking to generate further revenue for the Flavor Rank, Our Ruler has proposed a new tax on the Sakaya-Dosō (moneylenders) throughout Capital. Though a source of income in the past, in recent times the expansion of Capital has seen the Sakaya-Dosō of the Rank grow considerably wealthy, to the point that current taxation policies left them with large portions of their wealth remaining.
