The Ordinance of Laborers is hereby drafted in response to the outbreak of the Black Death in Country.
The declining population has created a shortage of labor, leading to stiff competition between landowners and successive wage inflation. The surviving Commoners are able to demand higher wages and greater freedom, which in turn leads to goods being more expensive to produce.
The Ordinance is intended to fix wages and introduce price control, as well as prohibit the enticing away of another's servant.

The intended goal was to regulate wages and prevent workers from leaving their homes in search of better-paying work elsewhere, which was perceived as an opportunity to improve one's economic and social standing. The Ordinance also reinforced the existing feudal system, but ultimately failed to enforce the wage regulations and was eventually repealed.
