The Sea Ban
As it stands, our coasts are plagued by rampant piracy and instability, wreaking much havoc in our coastal provinces. In order to curb the pirate problem, we decided to enact the policy of Hǎijìn, a ban on all maritime trade outside the official Tributary System. With it, we will systematically root out all illegal activities that are conducted on our coast.
