Over the centuries, several Bulgarian rulers attempted to bring the great city under their control, yet none succeeded. The most notable effort came during the reign of Simeon the Great. Though the city itself remained unconquered, the war nevertheless ended in a profound Byzantine humiliation. The empire was compelled to recognize Simeon's imperial title, acknowledging him as Tsar and effectively elevating Bulgaria to the rank of a great power in the Balkans.
