Rumors of Rebellion
Despite their lower status, our colonies are home to many bright and charismatic individuals. We have now received several reports about these people meeting in so called colonial assemblies, discussing the politics of their status as subject and, allegedly, the possibility of declaring independence without our consent. Although these are just rumors, not acting now could leave us in a weaker position later.
