News has arrived of an official decree by Target Character warning rulers and community leaders to avoid fuelling hatred against minorities. The Black Death is without a doubt an act of god. Anyone who claims otherwise is committing blasphemy and could be excommunicated.
Unfortunately, minorities make for great scapegoats and targets for anger when great tragedy strikes. Whether we choose to continue to benefit from this, or heed the papal warning is up to us.
