The title was used throughout Ottoman times, often to refer to provincial governors, along with the title Beylerbey, for the viceroys of the very largest provinces in the empire. In the 17th century, as the Ottoman government grew more bureaucratic and less focused on the personal authority of the sultan, these provincial governors gained even greater power.
