Pondering the strength of our rivals and the dangers of a changing world, but especially the constant threat of rebellion from the unruly and decadent Janissaries, Target Ruler has a new idea. he/she wants to reform the army into a highly professional, modern force, bolstered by instructors from Europe and new uniforms, traditions and training. But in doing so, he/she would risk the wrath of the Janissaries, the Bashi-bazouks, the members of the Sekban System, and all others who profit from the current state of things.
