The End of the Devşirme System
The Devşirme System has long been moribund, resented in many corners of the Flavor Rank. Many Orthodox hate it because it involves forcibly taking their sons to serve in the Janissaries and the Birûn, yet Nobility too have grown frustrated because it excludes them from advancement, instead giving posts to men of low birth. We have a rare chance to appease both these groups, by abolishing the Devşirme System once and for all.

14516historical_info = flavor_tur.173.historical_info Devşirme was the Ottoman practice of forcibly recruiting soldiers and bureaucrats from among their Balkan Christian subjects. By having no ties to the entrenched Ottoman nobility, these men, it was thought, would be loyal directly to the regime, and the system became a pillar of the Ottoman administration during the empire's golden age. But Ottoman soldiers preferred recruiting their own sons to the armies, and soon Muslims were allowed into the system. This contributed to Devşirme's gradual abolishment.
