The mighty rivers Euphrates and Tigris are prone to flooding, and though the farmers have spent millennia bringing them under control by dykes and dams, the harvest can suddenly be endangered. Therefore, nomads and their way of life still hold sway in this land. If we are to fully control it, we should appoint a Judge of the Grasslands, who would work to make sure that the nomads and borderland farmers both pay taxes and remain steadfast in their commitment to Islam.
