Mehmed Agha is a brilliant Court Title eunuch, one of the guardians of the Country Adjective harem. Several factions at Court Title want a new position created for him, Kızlar Ağası, Guardian of the Girls. In this role he would supervise the private quarters of the Ruler Title, and mediate between the harem and the high council. He would also rise above the old white chief eunuch, the Kapı Ağası, who is responsible for the boy servants at Court Title, but has never been truly trustworthy.

In 1574, the Kızlar Ağası position was created for Mehmed Agha, giving the eunuchs unprecedented power. African eunuchs were seen as more trustworthy because their homelands were so far away, and over time grew much more influential than the white eunuchs. Thanks in part to the Kızlar Ağası's close connections to the powerful Valide Sultans (queen mothers), the post soon became vizier of the first rank, outranked only by the grand vizier and the Šayḵ al-Islām.
