Since the reign of David, Country and Rome have maintained close relations. However, Sco Ruler has grown to see David's initial benevolence towards the Rome as being too costly for Country to now bear.
Seeking to redefine the state's influence over the Clergy,Sco Ruler along with supporters on the council have drafted a new policy, bringing many of the Clergy institutions across Country under the direct jurisdiction of the Crown.
While some of the Clergy have shown support for the policy, many high ranking prelates have requested that a provision be made that allows for them to retain some limited engagement with the Curia.
