The system proved inefficient as the organization was poor, and considerations were not taken to the delicate nature of the seasonal dependence on farming itself, which meant soldiers were sometimes not present when there was work to be done. Instead of addressing the problems, severe punishments were given as food production soured, resulting in widespread riots.
