Several factors were behind its conception, namely that he had managed to alienate most of the nobility due to shifting geopolitical alliances which deprived Russia of a significant military victory against Prussia. Seeking to stabilize his rule, Peter reduced the obligations of the nobility and seized Church land to pay for it, which instead offended the clergy. His insistence for implementing Prussian military drills on the Army nearly provoked an uprising, prompting his wife, Catherine, to depose him in a coup.
