The Mestnichestvo ensures that each boyar is entitled to a government post per their lineage and previously held positions, as well as a seat at the Ruler Title's table. The system however encourages infighting amongst the Nobles and it could be argued that it keeps other talents away from the court, which in turn hampers the administrative efficiency of the government.
