There are few available records of population, property, and taxation which makes it harder to control spending and fund an expansion of our administration. We could conduct a regular census, conducted by the newly established Razriadnyi Prikaz, that would provide detailed records of individuals and households across Country, in order to assess the resources and obligations of our subjects.
