Target Government Reform
The power of the Ruler Title is constantly waning and the influence of the Nobility and subservient Clergy is stronger than it has ever been before. In such a case, a previously unpalatable suggestion has now become an acceptable solution to this crisis. The Target Government Reform, as it is called, would unite Country and its subjects into a confederation, bestowing many powers into the various landed bishops and other vassal figures, which would have more vested power in the Parliament of the Country.
