The Rock of Monaco
A pirate haven, the suzerainty of the Rock of Monaco was granted by Holy Roman Emperor Henry VI to the Country in 1191, being later fortified by the Country Adjective Ghibellines in 1215. However, internal fighting in the city of Genoa resolved that some Guelphs led by Francesco Grimaldi took refuge in the Rock, seizing its control. Although formally under the sovereignty of the Country, the Grimaldi dynasty began to act quite independently, enlarging their holdings and acting as sailors of fortune.
