Pragmatic Sanction of Bourges
Originally instituted to limit the power of the Holy See within the French Clergy, the Pragmatic Sanction of Bourges has granted the Catholic Church of France a great deal of administrative independence from the Holy See. While the sanction has carried on for some time, and have allowed Fra Ruler to maintain some influence with the Clergy, Pap Ruler has petitioned that we abolish the sanction so that the Holy See may once again regain its presence in France. While the Rome Ruler Title has offered a renewed relationship with Fra Ruler, abolishing the sanction would weaken the ability of the court to play an influential role in the affairs of the Clergy.
