Seeking to fund the foundations for a new University in Poitiers, Pap Ruler has delivered a request to Fra Ruler, in hopes of securing a charter. While Poitiers would benefit from a new center of learning, being one of the larger cities within Country, some within the Court Title have appealed to Fra Ruler to forbid the granting of the charter, as this request may make Country more beholden to the Rome Ruler Title in the future. Others however, have urged Fra Ruler to accept, as Pap Ruler request mentioned that the Rome will provide the funding for the new University.
