The Reforms of Ruler
Ruler Dynasty is unpopular for an unusual reason. he/she introduced extensive social, legal, and financial reforms in Country, but met extensive opposition from every stratum of society, as the reforms were considered too liberal.
Reforming the tax system to ease the burden on citizens and conducting profitable public works were well received, but his/her attempts at reducing the power of the Clergy were stopped by opposition from the Pope and his political allies. Despite being challenged at every turn, many of his/her goals were achieved, such as guaranteeing legal rights for citizens, improving the treatment of the mentally ill, and one of the earliest smallpox inoculation programs.
Ruler also attempted to introduce a constitution in Country. This would see greater rights given to its citizens, and ensure a balance between legislative and executive powers. However, the constitution met fierce resistance, even from those who would benefit from it, and was never put into effect.
