Empower the Eunuchs has led to a vast increase of palace eunuchs in the Court Title. However, most of them are illiterate and therefore incapable to serve in the provincial departments, let alone as high-ranking ministers. Perhaps it would be wise to create an institution to have them educated right in the heart of the Country.
