Target Character's Plot?
Word has reached Ruler of an alleged plot, led by none other than Target Character, leader of the Grand Chancellery, supervisor and overseer of the Three Departments. As per the informant, Target Character is planning to overthrow the Ruler Title. Though there are several inconsistencies in the story, the whole ordeal seems pretty convincing and decreasing power of the chancellery might be beneficial to us.
