Eunuch without Limits
It is apparent that the Ruler Title does little to actually rule the state. Not that he/she could, as pretty much all rule is centralized under the tightful grip of the Eunuch council, controlled entirely by a single powerful leader. This could very much be a recipe for a disaster.
