Legal Reform of Nezahualcoyōtl
Traditionally legal matters in Mesoamerican states are left to the respective judges of the subject cities. As the Country Adjective state has grown, however, this has led to considerable differences within its borders. Nezahualcoyōtl, the leader of Tetzcoco, has therefore created a new collection of laws with strict rules and specified punishments for every crime. The plan is for these new laws to be implemented all over the Country Adjective domain resulting in a more unified Country Adjective legal system.
To be sure that the local judges actually do make use of these new laws a number of them also deal with the punishment of judges that do not perform their duties in accordance with the laws.
