Cadastral Survey
After going through some turbulent times, our authority over the Japanese Shogunate is not as strong as we would like. To remediate this, we could organize national cadastral surveys, to account for all people and resources of our clans, as well as what are their internal ties and alliances. This would allow us to reassign lands and titles if needed, to make them more equal among each other, and all of them subservient to us. Of course, such an endeavor would be very costly, and not particularly popular among them.
