辺境の省に住む、土司とも呼ばれる先住民族の首長は、地元の少数民族の世襲統治者である。彼らは、地元民とのつながりがあるため、ときには役に立つと思われるものの、長期的には地域の安定にとってリスクとなることが多い。中央政府によって任命された通常の役人に徐々に置き換えることで、地域レベルでの平穏の維持が容易になる。
