Ever since his/her childhood, cryptography has been a hobby of Target Ruler and as he/she has matured so too have his/her methods of concealing his/her secrets. After the discovery of a series of opened letters, it has become clear that unwanted eyes read our correspondence with the provincial governors. Our Ruler Title is confident that he/she could increase security substantially if given the resources to do so.
