Target Character is a very respected religious scholar who has already been appointed Qāḍī of the military. But we could elevate him further, by resurrecting and adapting an old title from ages past, the Šayḵ al-Islām. It used to be given to mystics of great renown, but by conferring it on Target Character, we would herald a new day of Islamic organization, with such a high ranking Clergy working closely with the state to oversee matters of faith. Many other members of the Clergy would see it as a challenge to their autonomy, however...
