A Fifth of the Spoils
According to the Holy Qur'ān, one-fifth of the spoils of war belongs to God Name, the prophet, travelers, and those in need. Likewise, the Turkish custom is that one-fifth of the spoils goes to the chieftain, and thus we have profited from the many wars of late. Slaves have long been exempt from this however, but with the influx of Christian slaves from our recent conquests, it is time we claim a portion of those too. While the frontier lords will surely resent this, among those slaves will be strong young men, that we could use to build a household army of our own, to decrease our reliance on the frontier lords...

Murad I interpreted this to include slaves, and thus the pençik tax was born.
