Although the Byzantine Empire has fallen, Target Location still has a lingering influence on its old people, specifically the Greek population. Despite them having bent the knee to us, they still maintain their ways, as we have allowed them to. The Phanariots comprise mainly wealthy merchants or a few of the Orthodox bishops. For that reason, they are educated and occupy quite a sizable position within the Flavor Rank. Perhaps we can give them their place to reside in Target Location, allowing them to expand its riches on their own.
