Rise of the Kocabaṣı Class in the Balkans
With the numerous cities and towns we have conquered in the Balkans, our administration has been stretched thin, especially after considering the local laws that each one of them has. Given these complexities, fully integrating them into Country Adjective law is nearly impossible.. It is for that reason that our Cabinet Title suggests employing locals for tax collecting, law enforcement, and anything else regarding administration. It may not net us the control we would want from these lands, but at the very least, it will allow us to benefit from them.
