When a plague breaks out within the walls of Target Location, its spread is always traced back to mice and rats that reside within the households. Thankfully, many citizens in the Target Location Rank own cats, and the streets are filled with thousands of these feral creatures. Thanks to Target Character and his/her devotion to Religion, many of these cats are considered commodities, and no harm or kidnapping is allowed, lest they want to face a severe penalty.
