The Local Powers
How to best administer far-flung and diverse territories is the eternal conundrum of the Sublime Porte. Too often, only those with direct ties to the Ruler Title have managed to gain positions of power, even in remote provinces. But by finding the right people with sufficient ambition or ties in the local community, and investing them with the new status of Ayan, we could improve the efficiency of our tax farming and the stability of the Flavor Rank, though at the cost of decreased government insight into local affairs.

These elites, the Ayans, could be of very diverse backgrounds, from nobles and janissaries to clerics and influential merchants, but were intimately tied to the Malikâne tax farming system. Though the vast local power they held could be seen as a sign of weakening Ottoman influence and prestige, it was rather an adaption to a changing world, where nationalistic sentiments needed to be suppressed to keep the empire strong.
