Reform was much needed, and one such opportunity came in the form of François Baron de Tott, a French envoy who had previously been consul in the Crimea. He came to work for the Ottomans as an officer in the Russo-Turkish War (1768-1774), and was later involved in a series of reform efforts. Among these were the construction of new fortifications on the Bosphorus, as well as the creation of mobile artillery units.
