The time has come for serious reform. If we ever aspire to be an empire, we must consider strengthening the bureaucracy and tying it closer to the palace and the Dynasty dynasty, to curb the power of provincial elites once and for all. Traditionalists will loathe it though, since it'll be yet another step away from our roots on the steppes.
