The Sea Beggars
If we are to secure our independence, we must secure our lands and our seas. To accomplish the latter, Target Character wishes to grant letters of marque to any armed vessel that wishes to serve Target Country.

These privateers would slowly increase in size, and harass Spanish ports. Many great heroes were also part of the Sea Beggars.
