The Shukurō Kaigi Expansion
While the initial foundation of the Kanrei council saw three powerful clans appointed to the council, some within the Court Title have suggested Our Ruler takes to expanding it. By appointing some weaker clans to the Shukurō Kaigi (council of elders), it would ensure other Shugo Daimyō have a stronger voice within the Court Title while also keeping the ruling highest ranking Shugo Daimyō in check.
